n order for the GIA to declare war on another nation or alliance the steps necessary are as follows:

1) The President must be informed of whom the other nation/alliance is.

2) The Security Council must give the research on this particular nation or alliance to the President, or get the research if they do not already have it.

3) The President must create their formal declaration of war, listing out the reasons why the war is coming.

4) The President, Vice–President, and the Chairman of the Domestic Committee, Security Council, and the Appointment Committee, must discuss the plan, and vote on the war.

5) In order for the declaration to go through, the 5 members must vote a majority of 3–2 in favor of War. There will be 3 days for deliberation.

6) If the declaration is confirmed, then the President will select a nation to sent the declaration to the Nation or Alliance.

7*) In the event of more committees or councils being created, more Chairmen will be involved in the deliberation of war.
