The Restructuring of Government Act


1)The Government shall be restructured into the following groups: The elected President and Vice President, the Home Office and the Foreign Office and then the independent committees.

1a) The President shall run with his cabinet as the government. The Cabinet consists of: The President, the Vice President and the two ministers (the Home Secretary and the Foreign Secretary).

2)The Minister shall appoint jobs to one person within the ministry (or civil servants), they in turn may seek assistance from other members of the Ministry.

2a)Once the Minister has been elected with the President they present a candidate for each job to the Appointment committee. For example in the Home office there would need to be a Civil Servant who was in charge of Trade (to replace the ministry of trade) etc and in the Foreign office there would need to be a Civil Servant in charge of other alliance investigation, one for recruitment, a PAL etc. These sub–positions would need to be created by further legislation or amending of previous legislation.

3)There shall be a rank for each Minister. Members of Ministries shall simply be of the rank Civil Sevant.

4)The Ambassador and Diplomatic Unit shall be independent of the Government and not run on the same Ticket as the President but the Ambassador gets a seat in the Cabinet. They are voted on individually as dictated by the Diplomatic Unit Act. They may however, only be removed by a Presidential request of removal passed by the appointment committee. Other departure shall be by resignation. The Diplomatic unit is seen as requiring experience so limited terms is not advisable in this case however the President may dismiss the Unit’s members, upon agreement with the AC, at any time.

5)The Appointment Committee (or AC) shall also be run as independent from the Government. It’s members are appointed by the President but the President shall not be able to dismiss at will members of the committee. Appointments shall be voted on by the Alliance but nominations shall only come from the President. Their role shall remain the same (apart from changes stated above) and their size at four members and a chair but their positions shall now be decided as follows. While the President can not remove members of the committee, members can be removed by a vote of no confidence. If the majority of the public in the GIA vote no confidence in a member then the AC has to have their own vote of no confidence to remove them, the AC can have votes of no confidence without the public voting first but when the public do vote they have to have their own vote. They may only serve for 30 days at a time, after this they must step aside but may be reappointed when a different seat on the AC becomes available. Members may also resign at any time. For the first time this legislation comes into effect members shall not each receive the 30 day maximum but instead 16 days plus the double of a number of a dice roll on the off site forum to allow replacements to be spaced out.
