The Peace and Prosperity Agreement (PAPA) Constitution

It is the purpose of this legislation to create a clear policy directed at expanding the peace, prosperity, and unity for the nations of World 112. Through growth and partnership, the Government Initiative Alliance (GIA) looks to create a World that will be a shining beacon for all Worlds in Nation States 2. The following policies will be implemented in the GIA to reach this goal.

Article 1 – Roles of Alliances

Section 1 – The Role of the GIA

The GIA shall act as the leader of not only its own entity but a larger and broader, Peace and Prosperity Agreement (PAPA). The GIA shall continue as a self-entity looking to continue to promote its own growth and organization through various legislation, however, it will keep in mind it’s more global view of partnering with other Alliances to create a unified World. The hierarchy already in place to run the day to day operations will remain intact unless otherwise changed due to future legislation within the GIA. However, new roles will be designated for partnered alliances.

Section 2 – The Role of the Partnered Alliance Liaison (PAL)

Sub-section 1 – The Partnered Alliance Liaison

In an effort to try and create a unified World the GIA will create a new position, the Partnered Alliance Liaison (PAL). PAL will continually seek out alliances that could use the help of the GIA, these include but are not limited too; Alliances small in stature who would like to have the help and protection that can only be afforded by a larger alliance, Alliances in fear of war mongers seeking to destroy their GDP, Alliances looking to continue to expand their Economic opportunities, etc.

PAL will be a nominated position in the GIA. It will follow the same rules and regulations created by the Appointment Committee for appointed positions. The President will give his/her nomination for PAL to the Chairman of the Appointment Committee who will then properly vet and vote on the appropriateness of the candidate.

PAL will abide by the rules, regulations, and powers granted to said position as provided in this law. If PAL is found in violation of any of the aforementioned, he can and shall be impeached according to Appointment Committee rules previously delegated.

Sub-section 2 – Role of the Partnered Alliance Liaison

PAL will be asked to perform the following steps before a potential Alliance is asked to partner with the GIA:

1) At the end of every week, PAL will bring forth a written report of potential allegiances that could be of value to not only the GIA, but the potential Partner Alliance as well. This report will be made public for the entire Alliance to read.

2) This report will be given to and read by the Security Council Chairman who will then present it to the Security Council Committee who will debate whether or not this Alliance is an appropriate partner of the GIA.

a. Inappropriate partners will be defined as:

i. Aggressive Alliances or Nations who seek to use War as their only means of diplomacy.

ii. Alliances or Nations who seek to destroy the sovereignty granted to other Nations or Alliances.

iii. Corrupt Alliances or Nations who seek to destroy or wreak havoc on Nations or Alliances.

3) If it is deemed an appropriate alliance, the Security Council will bring its report to the President of the GIA who will then seek to personally telegram the Leader of the potential Partner Alliance. The president will ask the Alliance if it would be interested in joining the GIA as a Partner Alliance and detail what this means.

4) If the Alliance accepts, the powers and regulations of Section 3 shall be enacted. If the Alliance rejects, the President shall make a report back to the Security Council about the rejection. In which time, all powers previously granted to the Security Council for possible rogue nations or Alliances shall remain intact.

Section 3 – The Role of Partnered Alliance

Sub-section 1 – Role of the Partnered Alliance

Partnered Alliances will have several opportunities for growth and representation in the Alliance.

1) First and foremost, these Alliances will remain sovereign and it will not be the role of the GIA to impede upon their sovereignty.

2) Partnered Alliances will be required to abide by one of the following criteria:

a. At least half of their total members join the GIA as Voter Nations

OR

b. All high ranking government officials join the GIA as either Voter Nations or Peace and Prosperity Liaisons (PAPALs).

3) If they choose not to join as a Voter Nation or PAPALs they will in no way, shape, or form be punished. However, if they have been extended an invitation to join PAPA then they will still be offered the protection of numbers from the GIA, by this, if said Partner Alliance Nation falls under attack from a war mongering alliance, the GIA will immediately aide this alliance.

Sub-section 2 – Powers of the Partnered Alliance

There will be three distinct points made about the position of power related to the Partnered Alliances.

1) The Partnered Alliance will have the opportunity to have all nations join the GIA as a Voter Rank nation, giving them an ability to shape policy on a much larger and more global level, outside of their respective Alliance.

2) The leader of the Partnered Alliance will be given a special rank, Peace and Prosperity Agreement Liaisons (PAPALs). This means that the leaders of the various Partnered Alliances will be distinct from the rest of the nations in said alliances. They will be in direct contact with GIA about any issues, concerns, or plans they may have for the GIA.

3) The Partnered Alliance will not have to abandon its sovereign alliance to join the GIA. This will allow them to focus on what their needs are, while still be involved in a much larger scale. This means nations who could only be listed as Voter Nations in the GIA will still have their power in their original alliance.

These alliances will be able to have their own transitions of power, and hierarchy created, under the more broad initiative of the GIA. This point of power is critical in allowing for peace and growth in World 112. The GIA wants to take on a role of peace and growth, rather than power and dominance, this will afford that opportunity.

Section 4 – Expansion of Powers for GIA officials

Sub-section 1 – New Powers of the Internal Liability Officer

Once a nation has become a partnered nation of the GIA it will become the responsibility of the Internal Liability Officer (ILO) to seek out officials who may be corrupt or dormant.

1) All powers and regulations granted to the ILO in GIA legislation will be expanded to Partnered Alliances.

2) If the ILO finds that there are potential corruptions, dormant leaders, or fear of hostile takeovers in a Partnered Alliance, the ILO will immediately inform the President and the Security Council Chairman.

3) See Sub-section 2 and 3 for responses to these potential situations.

Sub-section 2 – New Powers of the Security Council

The Security Council will continue to function in its predetermined capacity, continuing to seek out dangerous alliances and nations who may be a threat to the GIA. However, the Security Council will now expand its role to not only nations or alliances who threaten the GIA, but its Partnered Alliances as well.

1) The Security Council will make weekly reports to the President about potential threats posed to the GIA and any Partnered Alliances.

2) Also, if the ILO or the President report an already Partnered Alliance becoming dormant, aggressive, or corrupt the Security Council will seek action to break the allegiance with the specific Alliance and ensure that all Alliances under the GIA are aware of the break and nature of the former partner.

a. This will be done in the following manner:

i. Stop the head of the alliance as a way to stop the problem. By this I mean, we rescind the White status with the leader and warn the other nations within the Alliance that the GIA is taking action to remove it’s protection of the rogue alliance.

ii. We would be willing to continue to support other nations within their alliance, however they would have to join the GIA directly or they could unseat the nation acting inappropriately, in which case we could agree to re-invite their alliance back to PAPA

Sub-section 3 – New Powers of the Presidency

The President will now not only have the roles defined in the GIA, but will now act as an ambassador of the GIA to other alliances.

1) The President will be required to reach out to potential Partner Alliances investigated by the PAL and the Security Council.

2) The President will try as much as possible to act as a peacekeeper among nations.

3) Above all, the President will initiate any embargos against war monger alliances or nations, and protect partner alliances as well as the GIA.

4) The President, from information provided by the Security Council, PAL, and the ILO will try to offer a weekly “State of the Alliance” explaining to all members any initiatives that have been created, new partner alliances, state of corrupt or war mongering alliances, etc.

Sub-section 4 – Positions Held

At any point in time a nation who is in the following positions of the GIA;

1) President

2) Vice-President

3) ILO

4) Security Council Chairman

5) Appointment Committee
Chairman

6) Domestic Committee Chairman

7) Any future Chairman positions created

Will not be allowed to hold a leadership position in a Partnered Alliance. This is to stop the spread of favoritism, or corruption at the highest level. If a nation from a Partnered Alliance is appointed or elected to one of the aforementioned positions, said nation must step down from their position in the Partnered Alliance. The GIA will encourage leaders of Partnered Alliances’ to become actively involved in the GIA, but this point cannot be stressed enough. It will be the role of the Domestic Committee to ensure that this is followed.

Section 5 – Rules and Regulations

Sub-section 1 – Membership Regulations

The following rules must be implored by any nation directly involved in the GIA or Partnered Alliance:

1) Must have diplomatic status set to White

2) Must be in compliance with GIA legislation associated with Governmental Accountability.

a. This relates to Alliances and Nations who create transparency within their alliance and do no deal with backroom deals, corruption, or war mongering. They will not be forced to abide by all the laws and regulations associated with the GIA, unless they are a direct member of said alliance. However, they will be expected to be transparent so as to ensure their peaceful commitment to the PAPA.

3) Must not act in an aggressive manner that could be perceived by the Security Council as dangerous to the interests of the GIA or Partnered Alliances.

4) The criteria laid out in either Section 3 Sub-section 1 Point 2-a or 2-b are met.

It will be the role of the Domestic Committee to enforce these regulations on all nations directly associated with the GIA. If a Partnered Alliance chooses to stay sovereign in all aspects except protection, this role will be granted to the Security Council. If either entity (the Domestic Committee or Security Council) find a Partnered Alliance or GIA member is in violation of these regulations it will be the President’s responsibility to take action.

Sub-section 2 – President’s Responsibilities

1) It will ultimately be the President’s responsibility to explain in detail these rules and regulations to any potential Partner Alliance.

2) If an Alliance is found to be in direct conflict with one of these rules, the final decision will be made by the Cabinet, Vice President, and President, with the President presenting the final decision to the Alliance in question.

3) These options may include, but are not limited too; suspension of Partnered Alliance, expulsion of Partnered Alliance, embargo of Partnered Alliance. The President must make his/her decision public so that all nations in the GIA and Partnered Alliances can view the decision being made.

Conclusion

Ultimately, the goal of PAPA and the GIA is to create and peaceful and prosperous world devoid of war and fear. This groundbreaking legislation will afford not only the GIA, but all Partnered Alliances the opportunity for this. Let us move forward as an alliance, and a world, and truly become a beacon of hope, a shining example, to all who witness.
